The Office of Government & Legislative Affairs is developing a nationwide network of attorneys who may be available to provide legal guidance, representation, legislative analysis, or other professional services when laws, regulations, policies, directives, or government actions affect a State Defense Force.

We are seeking attorneys licensed to practice in the following jurisdictions:

Alaska, Arizona, California, Connecticut, Florida, Georgia, Indiana, Louisiana, Maryland, Michigan, Mississippi, New Mexico, New York, Ohio, Puerto Rico, South Carolina, Tennessee, Texas, Vermont, Virginia, Washington and West Virginia.

This is not an immediate employment offer, guaranteed assignment, or standing retainer. Attorneys who submit their information will be included in a confidential professional contact roster maintained by the Office of Government & Legislative Affairs. When a legal or legislative issue arises in their jurisdiction, qualified attorneys may be contacted to discuss their availability, experience, potential conflicts of interest, scope of representation, and proposed fees.

Potential Matters

Attorneys in the network may be contacted regarding matters such as:

– Reviewing proposed legislation affecting a State Defense Force or its personnel

– Analyzing military department policies, regulations, directives, or administrative actions

– Advising on state constitutional, statutory, administrative, employment, or military-law issues

– Assisting with legislative testimony, legal memoranda, public comments, or formal correspondence

– Advising on benefits, compensation, employment protections, workers’ compensation, educational assistance, or State Active Duty matters

– Responding to proposals that may improperly restrict, weaken, misrepresent, reorganize, or eliminate a State Defense Force

– Providing representation or referring the organization to appropriate counsel when litigation or administrative action becomes necessary

Preferred Qualifications

Applicants should:

– Hold an active license and be in good standing in at least one of the listed jurisdictions

– Have an interest in State Defense Forces, state military organizations, veterans’ affairs, public service, or legislative advocacy

– Be willing to consider occasional consultations or project-based legal engagements

– Be able to conduct an independent conflict-of-interest review before accepting any matter

– Maintain all applicable professional, ethical, confidentiality, and licensing requirements

Experience in administrative law, constitutional law, government relations, legislative affairs, military law, employment law, nonprofit law, civil litigation, or state government is helpful but not required.

Compensation and Engagement

Participation in the Attorney Interest Roster does not create an attorney-client relationship, employment relationship, partnership, or obligation to accept future work. No attorney-client relationship will be formed unless and until the attorney and the appropriate organization execute a separate written engagement agreement.

Depending on the matter and available funding, engagements may be paid, reduced-fee, or pro bono. Compensation, expenses, responsibilities, and the scope of representation will be discussed and agreed upon before any legal services begin.

The Office of Government & Legislative Affairs is seeking a Part-Time Legislative Advocacy Coordinator to support efforts to create, strengthen, and expand State Defense Forces through state legislation.

The coordinator will communicate with lawmakers, legislative staff, government officials, and partner organizations to educate them about proposed State Defense Force legislation and encourage support for bills that strengthen these organizations and their service members. The position will also assist with legislative research, advocacy materials, bill development, and public progress updates.

Primary Responsibilities
– Contact state legislators and legislative staff by telephone and email.

– Explain the purpose, provisions, and potential benefits of proposed State Defense Force legislation.

– Schedule or participate in meetings with lawmakers, staff members, and other stakeholders.

– Assist with researching existing laws, drafting legislative proposals, and reviewing bills and amendments.

– Track bill introductions, committee assignments, hearings, votes, amendments, and other legislative developments.

– Prepare regular progress reports and updates for the organization’s website, Patreon community, and supporters.

– Coordinate advocacy campaigns encouraging public and organizational support for priority legislation.

– Maintain accurate records of legislative contacts, communications, commitments, and follow-up actions.

– Ensure advocacy activities comply with applicable lobbying, disclosure, ethics, and nonprofit requirements.

This is a part-time position requiring several hours of work each week, with additional availability sometimes needed during active legislative sessions, committee hearings, or important votes. The Office of Government & Legislative Affairs is seeking Volunteer Grassroots Outreach Representatives to help educate residents about proposed State Guard and State Defense Force legislation in their state.

Volunteers will contact residents to explain the legislation, answer basic questions using approved informational materials, and encourage supporters to respectfully contact their state delegate, representative, or senator. This position plays an important role in demonstrating public support and ensuring lawmakers hear directly from the constituents they represent.

Primary Responsibilities
– Call residents within states where State Defense Force legislation is being considered.

– Provide clear and accurate information about the proposed bill and its intended purpose.

– Encourage interested residents to contact their state legislators and respectfully request support for the legislation.

– Provide residents with publicly available legislator contact information and approved talking points.

– Record outreach results, questions, concerns, and expressions of support.

– Refer detailed legislative or policy questions to the Legislative Advocacy Coordinator.

– Participate in brief training sessions and follow approved outreach scripts and communication standards.

– Represent the organization professionally, respectfully, and without pressuring residents.

This is an unpaid volunteer position that generally requires making several dozen telephone calls each week during the state legislative session, typically between January and May. Volunteers should be comfortable speaking with members of the public, able to follow established scripts, and committed to courteous, factual, and responsible advocacy.

The Legislative Assistant will be responsible for preparing, sending, receiving, tracking, and organizing communications with State and Federal lawmakers, State Defense Forces, State Military Departments, military commands, government agencies, think tanks, defense-policy organizations, and other individuals and organizations involved in State Defense Force legislation and policy.

A major responsibility of this position will be ensuring that the Office of Government & Legislative Affairs maintains accurate and organized records of its communications, legislative activities, advocacy campaigns, constituent outreach, and follow-up requirements.

The Legislative Assistant will also assist with outreach campaigns to lawmakers and constituents and help coordinate the Volunteer Grassroots Outreach Representatives who support legislative advocacy initiatives throughout the United States.

This position requires strong organization, professionalism, attention to detail, good written and verbal communication skills, and the ability to manage multiple ongoing legislative and administrative matters.

The Legislative Assistant will be responsible for helping maintain a comprehensive record of communications conducted by the Office of Government & Legislative Affairs.

Responsibilities include:

  • Record the date, recipient, subject, and purpose of important communications.

  • Track when correspondence was sent, delivered, answered, returned, or requires additional follow-up.

  • Maintain records relating to individual legislative, policy, research, and advocacy initiatives.

  • Organize communications into appropriate documents, databases, spreadsheets, folders, or organizational systems.

  • Ensure records can be easily located by Office leadership when needed.

  • Identify unanswered communications and matters requiring follow-up.

  • Maintain an accurate historical record of the Office of Government & Legislative Affairs’ legislative and governmental activities.

Accurate recordkeeping is a major component of this position because the Office may be engaged in numerous legislative and policy initiatives simultaneously across multiple States and at the Federal level.

The Legislative Assistant will use approved online mailing services utilized by the organization to prepare and distribute physical and certified correspondence.

Responsibilities may include:

  • Prepare official letters for mailing.

  • Verify names, titles, offices, and mailing addresses before correspondence is sent.

  • Submit correspondence through approved online mailing services.

  • Send physical letters and documents.

  • Send certified mail when required.

  • Track certified-mail delivery status.

  • Maintain proof-of-mailing and delivery records.

Legislative & Constituent Outreach Campaigns

The Legislative Assistant will assist in coordinating outreach campaigns involving lawmakers, government officials, State Defense Force personnel, and constituents.

Campaigns may involve efforts to:

  • Build public support for beneficial State Defense Force legislation.

  • Inform constituents about legislation affecting State Defense Forces and their personnel.

  • Encourage constituents to respectfully contact their elected representatives regarding State Defense Force legislation.

  • Inform the public about proposed policies that may negatively affect State Defense Force personnel, readiness, recruiting, retention, missions, or public safety.

  • Advocate for legislation improving State Defense Force compensation.

  • Advocate for legislation improving benefits and protections for State Defense Force personnel.

  • Support efforts to strengthen State Defense Force training, missions, resources, equipment, and organizational readiness.

  • Advocate for the preservation and expansion of State Defense Forces.

  • Support efforts to establish State Defense Forces in States that currently do not maintain them.

  • Assist with national and State-level legislative and policy initiatives developed by the Office of Government & Legislative Affairs.

Grassroots Outreach Representative Management

The Legislative Assistant will help coordinate the organization’s Volunteer Grassroots Outreach Representatives.

Grassroots Outreach Representatives assist the Office of Government & Legislative Affairs by communicating with constituents and raising awareness of State Defense Force legislative and policy issues.

Responsibilities may include:

  • Assign outreach initiatives to Volunteer Grassroots Outreach Representatives.

  • Explain the objective of individual legislative campaigns.

  • Maintain communication with participating volunteers.

  • Answer routine questions concerning assigned outreach activities.

  • Help onboard new Grassroots Outreach Representatives.

The Legislative Assistant should maintain a professional and supportive relationship with volunteers while ensuring assigned outreach efforts remain organized and consistent with Office policy.

Legislative & Advocacy Standards

The Legislative Assistant should conduct all government and legislative communications professionally, accurately, and respectfully.

Communications with elected officials, government agencies, military organizations, constituents, and outside organizations should represent the State Guard & Defense Force Council in a professional manner.

The Legislative Assistant should distinguish between:

  • Official organizational positions and personal opinions

  • Legislative advocacy and partisan political activity

  • Routine communications and matters requiring leadership approval

The Office of Government & Legislative Affairs is focused on State Defense Force legislation, policy, military readiness, personnel, benefits, organizational development, and related governmental matters rather than partisan political activity.

When a situation is unclear, the Legislative Assistant should preserve the relevant records and refer the matter to Office leadership.

The Legislative Assistant will be provided guidance regarding State Defense Forces, current legislative initiatives, organizational policies, correspondence standards, outreach procedures, and recordkeeping practices.

Desired Qualifications

The ideal candidate should demonstrate strong organization, reliability, professionalism, attention to detail, and written and verbal communication skills.

Professional legislative or government experience is beneficial but not required, and candidates who demonstrate good judgment, dependability, professionalism, and a willingness to learn are encouraged to apply.

This is a paid, part-time position. Compensation will be structured to remain competitive with comparable legislative support, government affairs, nonprofit advocacy, administrative, research, and professional communications positions.

This position is remote. Because legislative and government affairs activities may develop throughout the week, the Legislative Assistant should be able to regularly review correspondence, track responses, update records, communicate with volunteers, and identify matters requiring follow-up.

The Social Media Moderator will be responsible for reviewing new participant requests, approving or declining submitted posts, monitoring member comments and discussions, enforcing established community rules, and helping ensure StateDefenseForce.com social media platforms remain focused on State Defense Forces, the U.S. military, military history, emergency management, and related subjects.

This position requires good judgment, consistency, professionalism, and the ability to enforce organizational rules impartially. The Moderator must be comfortable reviewing potentially controversial material, distinguishing legitimate military or State Guard discussion from prohibited political or hateful content, and taking appropriate moderation action when violations occur.

The Moderator will primarily oversee the StateDefenseForce.com Facebook Group and Discord Group while also monitoring comments and community activity on additional StateDefenseForce.com social media platforms and the organization’s Discord community.

Primary Responsibilities

– Moderate the StateDefenseForce.com Facebook Group and ensure members, posts, comments, and discussions comply with established group rules.

Participant Request Review

– Review new Facebook Group participant requests and available public profile information before approving admission to the community.

– Review publicly visible Facebook group affiliations and other relevant public information when necessary to determine whether an applicant appears to have an identifiable affiliation with radical or extremist organizations prohibited under StateDefenseForce.com community rules.

– Moderation decisions concerning prohibited organizations should be based on reasonably identifiable public evidence of organizational affiliation or activity rather than assumptions about an individual’s personal beliefs, background, identity, or political viewpoint.

– Preview posts submitted by prospective or existing members before publication when Facebook moderation tools allow.

– Determine whether proposed posts are relevant to State Defense Forces, State Guards, the U.S. military, state military departments, the National Guard, emergency management, military history, or other subjects permitted by StateDefenseForce.com.

– Approve participant requests and submitted posts when the applicant and content comply with StateDefenseForce.com community standards.

– Decline, remove, or refer content for administrative review when it violates established rules.

Facebook Discussion Group

– Monitor comments and discussions within the Facebook Group for rule violations, misinformation, personal attacks, political arguments, prohibited advertisements, unauthorized fundraising, or other inappropriate content.

– Issue warnings, suspensions, or recommendations for permanent bans according to the established StateDefenseForce.com enforcement process.

– Maintain appropriate records of significant warnings, suspensions, recurring violations, and permanent bans when required.

– Refer unusual, serious, unclear, or potentially sensitive moderation matters to StateDefenseForce.com leadership rather than making unsupported assumptions.

– Maintain a professional and impartial demeanor when communicating with members regarding moderation decisions.

StateDefenseForce.com Facebook Group Rules

The Social Media Moderator will enforce the following established community standards:

1. DO NOT POST ANY CONTENT THAT VIOLATES OPSEC

Members may not post information, photographs, documents, operational details, locations, schedules, or other material that may violate Operational Security requirements.

A State Defense Force or US Military organization’s authorized Public Affairs Office should be treated as the appropriate source for official distribution of operational news, photographs, and information.

When a user posts material reasonably believed to create an OPSEC concern should not be approved and should be referred to StateDefenseForce.com leadership when necessary.

Serious OPSEC violations may result in immediate removal and permanent exclusion from the group.

2. DO NOT POST Advertisements

Users may not post advertisements or links to commercial advertisements unless specifically authorized by StateDefenseForce.com administration.

This prohibition includes advertisements for private training courses, products, services, events, businesses, or other commercial activities unless prior approval has been provided.

3. DO NOT POST Hateful or Misleading Messages

Users may not post hateful, abusive, threatening, or deliberately inflammatory messages concerning other members, organizations, military personnel, government officials, public figures, or current or former Presidents.

Users may not knowingly distribute false or misleading information or present fabricated information as established fact.

Disagreement and respectful discussion may be permitted when relevant to the mission of the group, but personal attacks and hateful conduct are not permitted.

4. DO NOT POST Crowd Funded Campaigns

Users may not post links to crowdfunding campaigns such as GoFundMe, Kickstarter, or similar fundraising platforms without prior administrator approval.

Unauthorized fundraising posts should be declined or removed.

5. DO NOT POST Political News or Information

The StateDefenseForce.com community is intended to remain focused on State Defense Forces, military subjects, and related organizational matters rather than partisan political debate.

Users may not post, link, or share articles, videos, audio segments, memes, commentary, or other material primarily intended to promote or oppose a political party, candidate, ideological movement, or partisan political viewpoint.

Material involving legislation, government policy, elected officials, or military policy may still be relevant when directly connected to State Defense Forces, but discussions must remain focused on the substantive State Guard or military issue rather than partisan advocacy.

Users can post links leading to:

– U.S. military organizations

– State and local government agencies

– Official State Defense Force or State Guard organizations

– State Military Departments

– National Guard organizations

– Established military associations and veterans organizations, such as the Veterans of Foreign Wars

Links to unrelated, questionable, unofficial, or prohibited websites should not be approved without administrator authorization.

7. NO MEMBERS WITH PROHIBITED EXTREMIST ORGANIZATIONAL AFFILIATIONS

Individuals may not use the StateDefenseForce.com community to promote, recruit for, coordinate with, or distribute material for violent extremist organizations, unlawful private militias, terrorist organizations, or other organizations prohibited by StateDefenseForce.com policy. Any such post will be immediately removed and the member banned,

When reviewing prospective participants, the Moderator may examine relevant publicly available information, including publicly visible Facebook group memberships, when permitted by the platform.

Moderation decisions should be based on identifiable conduct, public organizational affiliation, promotion, recruitment, or other reasonably verifiable evidence. Moderators should not attempt to infer prohibited affiliations solely from political beliefs, religion, race, ethnicity, nationality, military service, or other personal characteristics.

Questions concerning unclear affiliations should be referred to StateDefenseForce.com administration.

8. No Unfounded Accusations

Users may disagree with information published by StateDefenseForce.com, but accusations that StateDefenseForce.com articles or news items are deliberately false or fabricated must be supported by credible source material.

Members challenging a factual statement should be encouraged to provide supporting documentation from an appropriate official, educational, governmental, military, or established media source.

Disagreement itself is not prohibited; unsupported accusations, harassment, or repeated claims of fabrication without evidence may be moderated.

9. DO NOT DISCUSS Non-Government Entities

Users may not post news, promotional material, recruiting information, or discussions concerning organizations representing themselves as State Defense Forces, State Guards, militias, or military organizations when those organizations are not established or recognized by a government authority. ie. North Carolina State Defense Force

The StateDefenseForce.com community is focused on legally established government State Defense Forces, State Guards, State Military Reserves, National Guard organizations, and related official military institutions.

10. Suspension & Ban Process

Unless a violation is sufficiently serious to justify immediate administrative action, members who violate group rules will normally receive one warning.

If another violation occurs within the following 90 days, the member may be suspended from the group for 28 days.

If another violation occurs within 90 days after reinstatement from suspension, the member may be permanently banned from the group.

Serious violations involving OPSEC, threats, harassment, extremist recruitment, unlawful activity, or other significant safety concerns may be immediately escalated to StateDefenseForce.com administration and may warrant removal without following the standard progressive-warning process.

Multi-Platform Social Media Moderation

The Social Media Moderator will also help monitor StateDefenseForce.com activity across other social media platforms.

These may include:

– X

– Reddit

– Bluesky

– Threads

– Instagram

– TikTok

– Mastodon

– Other StateDefenseForce.com social media platforms established in the future

The Moderator will review notifications and alerts concerning comments, replies, mentions, or discussions involving StateDefenseForce.com content.

The Moderator may remove, hide, report, or escalate content that violates StateDefenseForce.com community standards when the platform provides the appropriate moderation tools.

Examples may include:

– Hateful or threatening comments

– Personal attacks

– Political arguments unrelated to the State Guard topic being discussed

– Spam or unauthorized advertising

– Unauthorized crowdfunding campaigns

– Promotion of non-government militia organizations

– Extremist recruitment or promotional content

– Deliberately misleading information

– Repeated unfounded accusations

– Content that may create an OPSEC or safety concern

– Other material prohibited under StateDefenseForce.com community standards

Moderators should distinguish between legitimate disagreement and prohibited conduct. A member criticizing a policy, article, organization, or decision does not automatically violate community rules merely because the criticism is negative.

Discord Community Moderation

The Social Media Moderator will regularly visit and monitor the StateDefenseForce.com Discord community.

Responsibilities include:

– Review active conversations and discussion channels.

– Help ensure discussions remain related to State Defense Forces, State Guards, the U.S. military, National Guard, military history, emergency management, StateDefenseForce.com projects, or other approved subjects.

– Redirect conversations that begin significantly departing from the purpose of the community.

– Prevent discussions from becoming partisan political debates.

– Address personal attacks, harassment, hateful content, unsupported accusations, or disruptive behavior.

– Remove spam, unauthorized advertisements, prohibited fundraising, or inappropriate links.

– Monitor discussions for potential OPSEC concerns.

– Encourage respectful disagreement and professional discussion.

– Issue warnings or other moderation actions in accordance with StateDefenseForce.com policies.

– Escalate serious or uncertain matters to StateDefenseForce.com leadership.

Moderation Standards

The Social Media Moderator should enforce organizational rules consistently and impartially.

Moderation decisions should be based on the content or conduct involved rather than whether the Moderator personally agrees or disagrees with a member’s opinion.

The Moderator should attempt to distinguish between:

– Legitimate disagreement and personal attacks

– Policy discussion and partisan political advocacy

– Factual mistakes and deliberate misinformation

– Military discussion and promotion of unauthorized militia organizations

– Constructive criticism and unsupported accusations

– Strong opinions and hateful conduct

– Publicly released military information and information that may create an OPSEC concern

When a situation is unclear, the Moderator should preserve the material when practical and refer the matter to StateDefenseForce.com leadership for review.

The Moderator will be provided guidance concerning StateDefenseForce.com moderation practices, escalation procedures, and organizational standards.

Desired Qualifications

The ideal candidate should demonstrate good judgment, patience, reliability, professionalism, and the ability to enforce rules consistently.

Experience in professional social media moderation is beneficial but not required, and candidates who demonstrate good judgment and a willingness to learn are encouraged to apply.

Preferred qualifications include:

– Familiarity with Facebook Groups and Facebook moderation tools.

– Familiarity with Discord.

– Familiarity with major social media platforms such as X, Reddit, Bluesky, Threads, Instagram, TikTok, or Mastodon.

– Ability to evaluate posts and comments objectively.

– Strong written communication skills.

– Ability to communicate respectfully with members during disagreements.

– Ability to remain calm when dealing with hostile or argumentative users.

– Strong attention to detail.

– Ability to follow established policies and escalation procedures.

– Ability to work independently.

– Willingness to regularly check community notifications and moderation queues.

– Familiarity with the U.S. military, National Guard, State Defense Forces, military terminology, OPSEC concepts, or military public affairs is beneficial but not required.

Military service is not required.

Training and guidance regarding State Defense Forces, military terminology, organizational standards, moderation procedures, and StateDefenseForce.com community policies can be provided.

This is a paid position. Compensation will be structured to remain competitive with comparable social media moderation, community management, and digital media positions.

This position is primarily remote. Because social media activity occurs throughout the week, the Moderator should be able to check participant requests, moderation queues, notifications, comments, and Discord discussions regularly.

The position may be particularly well suited for individuals with experience in social media management, participate in The StateDefenseForce.com Facebook group discussions, online community moderation, Discord administration, military organizations, veterans organizations, public affairs, communications, digital media, or community management.
