New California State Guard & Connecticut Governors Guard Legislation

California has introduced several bills that impact the California State Guard and service members statewide. AB 468 strengthens looting laws and increases penalties for impersonating emergency personnel, including State Guard members, during disasters. SB 60 expands the California Military Department GI Bill to cover extended education courses, directly benefiting State Guard members pursuing undergraduate degrees. AB 537 updates the California College Promise to remove the full-time student requirement, making community college fee waivers more accessible to part-time students such as State Guard personnel. AB 1412 enhances protections for children of active-duty service members, including State Guard members, by improving special education transitions during school transfers. AB 18, the California Secure Borders Act of 2025, signals the Legislature’s intent to establish deployment standards for the State Guard to assist with border security.

Connecticut lawmakers have introduced several bills that directly affect the future of the historic Governor’s Guards. HB 6440 proposes removing the Governor’s Foot and Horse Guards from the organized militia, reclassifying them as private military forces permitted to operate ceremonially without state funding. In contrast, HB 6192 seeks to preserve the Guards by securing continuous funding for both the units and the Avon property housing the Horse Guards. Additionally, HB 5797 calls for full funding specifically for the Governor’s Horse Guards, supporting their operations and equestrian needs. These bills reflect two competing visions for the future of the Guards—one aiming to privatize and another to preserve.
