A new article published by The Cyber Defense Review examines why many state cyber programs struggle to transform highly skilled cybersecurity personnel into effective operational forces. Written by CW3 (LA) Joshua Copeland of the Louisiana State Guard (State Defense Force), the article reinforces that the principal problem is not a shortage of qualified volunteers or technical knowledge. Instead, many programs lack clear activation authority, established command relationships, legal access to affected systems and procedures that allow cyber personnel to quickly act on the threats they identify. Cyber reserve teams may detect vulnerabilities and provide recommendations, but during an actual emergency, unclear leadership, slow approval processes and uncertain legal authority can prevent those findings from becoming meaningful defensive action.
The article gives particular attention to State Guards and State Defense Forces, highlighting cyber units within the Louisiana State Guard, Texas State Guard, Virginia Defense Force and Maryland Defense Force as emerging models for state-level cyber response. The Virginia Defense Force’s 31st Cyber Battalion is recognized for its integration with the Virginia National Guard’s 91st Cyber Brigade and its participation in major multiagency exercises, while Maryland Defense Force cyber personnel have served on State Active Duty as threat hunters, attack analysts and penetration testers. The article recommends that states provide these forces with clearly defined missions, activation procedures, liability protections, access agreements and operational roles within emergency command structures. It concludes that State Defense Force cyber units can become important components of state and national cyber defense, but only if they are organized and empowered to take action rather than simply observe threats and issue reports.
