Louisiana State Guard sUAS Team Supports Homeland Security Partners During Major New Orleans Event

During their February drill period, the Small Unmanned Aircraft Systems (sUAS) Team of the Louisiana State Guard (State Defense Force) conducted coordinated operations in the Greater New Orleans area alongside several state and local partners as part of preparedness activities surrounding the Mardi Gras season. The training brought together multiple agencies, including the Governor’s Office of Homeland Security and Emergency Preparedness, to explore the practical applications of drone technology during large scale public events and statewide emergency situations. By integrating aerial surveillance capabilities with the planning and coordination efforts of emergency management professionals, the Louisiana State Guard demonstrated how emerging technology can significantly enhance situational awareness and operational effectiveness for civil authorities.

Over the course of three days, members of the sUAS Team conducted aerial flights designed to support interoperability and training integration with partner agencies. These operations focused on developing procedures that allow multiple organizations to work together seamlessly when responding to complex incidents. Large public gatherings such as Mardi Gras require significant coordination among emergency services, and the ability to quickly deploy aerial assets which can provide command staff and emergency operations centers with a clearer picture of crowd movement, traffic patterns, and potential safety concerns. These training flights also allow participating agencies to refine communication procedures and operational planning before an actual emergency occurs.

The team’s work during the exercise also highlighted the broader mission of drone operations during statewide emergencies and disaster response. Small Unmanned Aircraft Systems provide responders with the ability to conduct rapid reconnaissance following hurricanes, floods, or other catastrophic events that frequently impact Louisiana. Aerial platforms can quickly survey flooded neighborhoods, damaged infrastructure, or inaccessible terrain, providing emergency operations centers with critical information needed to coordinate rescue and recovery operations. Drones are also capable of identifying stranded individuals who may be trapped by rising floodwaters or debris, allowing State Guard maritime search and rescue teams to the exact location where help is needed most.

The Louisiana State Guard’s efforts during the drill were recognized by senior state leadership, including Brigadier General Jason Mahfouz, Director of the Governor’s Office of Homeland Security and Emergency Preparedness, who visited the operational site to observe the mission and meet with members of the Guard. The visit highlighted the growing partnership between the Louisiana State Guard and the state’s emergency management community, reinforcing the Guard’s role as a supporting force that enhances the capabilities of Louisiana’s broader disaster response network.

Brigadier General Larry Benton, Commander of the Louisiana State Guard, emphasized that the development of the sUAS program reflects the organization’s continued modernization and expansion of mission-ready capabilities. By integrating emerging technologies with trained personnel, the Louisiana State Guard is strengthening its ability to support the Louisiana National Guard and other state agencies during authorized missions. Programs such as the sUAS Team demonstrate how the Guard continues to evolve to meet the needs of the state, providing specialized skills that complement traditional emergency response operations.

Across the country, many State Defense Forces are incorporating Unmanned Aerial Systems, commonly known as drones, into their force structure because of the significant benefits these platforms provide to federal, state, and local agencies. These aerial systems allow responders to determine flooding zones, analyze the structural integrity of critical infrastructure such as bridges and levees, and locate individuals who may be stranded during natural disasters. By rapidly collecting and transmitting real-time data, drone teams help decision-makers allocate resources more efficiently and deploy rescue teams where they are needed most.

The Louisiana State Guard’s sUAS Team represents an important step forward in leveraging modern technology to enhance public safety and disaster response.
