The website indicates an application process is being formulated at the current moment, however there is an open position available. ABOUT THE DEPARTMENT OF MILITARY AFFAIRS (DMA)

The mission of the Florida Department of Military Affairs is to provide management oversight of the Florida National Guard and provide units and personnel ready to support national security objectives; to protect the public safety of citizens and to contribute to the national, state and community programs that add value to the United States of America and to the State of Florida.

 

CONDITIONS OF EMPLOYMENT:

  1. New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.
  2. New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program.
  3. As a CANDIDATE, you are required to provide documentation (i.e. High School Diploma or Equivalency, College Transcripts, ETC.) to verify meeting these Minimum Qualifications.
  4. Valid Driver’s License (*If not currently a Florida resident, must obtain a Florida Driver’s License within 30 days after entering Florida as a new resident. A satisfactory driving record is required for driving state or personal vehicles to conduct agency business.)
  5. Must be able to obtain a Common Access Card (CAC). Selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85.
  6. Applicants must have and maintain an active membership in the Florida State Guard as a condition of employment. Must be qualified for entry into or continued service in the FLSG in accordance with all applicable regulatory policies as required. Candidates must meet age, education, aptitude, physical and character requirements for the FLSG. The State Military Specialist must wear the FLSG outfit while engaged in their state service status. (*NOTE: If applicants are not currently members of the FLSG, they must be willing to join and become a member upon employment.)

 

MINIMUM REQUIREMENTS:

  • A Bachelor’s Degree from an accredited College or University with major coursework in Emergency Management, Business Administration, Public Administration, Emergency Medical Services, Public Safety or a related field; AND
  • Six (6) years of professional experience in managing a business function, division, or department relevant to the assignment experience supervising the work of others is required or a related field.
  • Additional years of experience managing a business function, division, or department may substitute for the required education on a year-per-year basis.

 

EXPERIENCE PREFERRED:

  • Experience using software applications to research data and prepare reports.
  • Experience working in a military organization or environment.
  • Experience in personnel management and human resources.
  • Experience in executive-level communications.
  • Experience in Joint Task Force operations in a Defense Support of Civil Authorities’ environment.

DUTIES AND RESPONSIBILITIES:

The Director of the Florida State Guard (FLSG) is a part-time position responsible for the overall recruitment, training, and operational mobilization of the FLSG. The position requires significant leadership and management ability to not only control FLSG elements but have the capability to build and maintain healthy relationships across the state of Florida. The Director is responsible in developing teams of personnel to meet multiple different mission sets to include but not limited to Shelters, Point of Distribution, State Logistic Resource Center Support, Logistical Staging Area, Ground transportation, Traffic Control, County Liaisons, Joint Reception Staging Onward Movement and Integration, Road clearance, Pandemic support (Field Hospital, Admin, Screening, Transportation, Swabbing). The Director will be required to synchronize, train, and mobilize under the direction of the Joint Task Force – Florida Commander and J3 to include closely coordinating with the Joint Force Headquarters Staff and the Adaptive Battle Staff. Additionally, the Director will be required to work with and for multiple different state and local agencies and businesses. The Director must be able to perform independently within the defined objectives and Commander’s intent of the position and given mission. The Director reports to The Adjutant General and works under limited supervision with considerable latitude for use of initiative and independent judgment.

 

ADDITIONAL DUTIES AND RESPONSIBILITIES:

  • Demonstrated ability to lead motivate, develop, and direct people.
  • Knowledge and demonstrated ability to implement operational, emergency management procedures.
  • Demonstrated skill in exercising good judgment in emergency /critical situations and ability to make decisions quickly.
  • Ability to communicate effectively with others orally and in writing.
  • Plans, assigns, and supervises the work of the FLSG HQ staff.
  • Ability to coordinate multiple projects, tasking and/or priorities.
  • Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.
  • Oversees the preparation of administrative reports, studies and specialized research projects related to the FLSG.
  • Advises TAG, on the condition and progress of programs and initiatives of organization.
  • Advises the Command Group and appropriate staff of potential problems, develops and recommends solutions.
  • Provides continuity for the programs, projects, activities, and objectives of the organization.
  • Plans, implements, coordinates, monitors, and evaluates policies and procedures; and monitors compliance with policies and procedures.
  • Develops and implements techniques for evaluating FLSG activities.
  • Develops and evaluates budget requests, monitors budget expenditures, and makes recommendations as necessary.
  • Represents the FLSG at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees as needed.
  • May occasionally work evenings, weekends or holidays.
  • Performs related work as assigned.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of the principles and practices of leadership, management, and administration;
  • Knowledge of military culture and organization;
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems;

  • Skill in preparing, reviewing and editing correspondence, reports, presentations and policy papers;
  • Skill in operating a personal computer using MS applications to include Word, Excel; PowerPoint and Outlook.
  • Skill in communicating effectively both orally and in writing.
  • Ability to manage multiple business function, division, or department activities simultaneously;

WHAT IS OPS EMPLOYMENT?

Other Personal Services (OPS) employment is a temporary employer/employee relationship used solely for accomplishing short term or intermittent tasks. OPS employees do not fill established positions and may not be assigned the duties of any vacant authorized position. OPS employees are at-will employees and are subject to actions such as pay changes, changes to work assignment, and terminations at the pleasure of the agency head or designee.
