South Carolina State Guard Balances Growth and Legacy with Recent Retirements

In 2025, the South Carolina State Guard (State Defense Force – SCSG) has experienced a steady and noticeable rise in new recruits, with its ranks continuing to grow month after month. This increase reflects a renewed interest in state service, as citizens step forward to support their communities during emergencies, natural disasters, and other state missions. At the same time, this growth marks a natural transition period for the organization, as long-serving members who have dedicated decades of their lives to service begin to retire and focus more time on family and personal commitments.

Just days ago, the South Carolina State Guard honored Chief Warrant Officer 4 Richard Roof , whose nearly half-century of service represented an extraordinary commitment to his community, state, and country. His retirement symbolized the passing of institutional knowledge earned through decades of experience, leadership, and quiet professionalism. Moments like these underscore the balance every military organization faces, welcoming new volunteers while saluting those who carried the mission for so many years.

That transition continued as the South Carolina State Guard recently recognized Lieutenant Colonel John Howard, who officially retired after ten years of service to the citizens of South Carolina. During a formal ceremony, LTC Howard was presented the Medal of Merit in recognition of his dedication and leadership. His service reflected a deep commitment to the Guard’s mission, and his contributions helped strengthen the organization during a period of continued growth and operational demand.

In a separate ceremony, the Guard also honored Command Sergeant Major Paul Herring, who retired after more than 23 years of distinguished service across both the U.S. Military, including service in a combat zone, and the State Defense Force. CSM Herring exemplified the highest standards of the noncommissioned officer corps, earning widespread respect for his professionalism, calm leadership under pressure, and unwavering dedication to Soldiers and mission. His influence will continue to shape the Guard through the lessons he imparted to those he led, long after he has folded his uniform for the final time.
