South Carolina Legislative Update: We’ve added and updated several legislative measures impacting The South Carolina State Guard. House Bill 4642 amends various sections of the state’s military code to revise definitions, jurisdiction, and procedures related to courts-martial and disciplinary actions, ensuring they align with state authority while excluding binding applicability of the Uniform Code of Military Justice. This bill also includes provisions for military judges, the Adjutant General’s role, and adjustments in pay, fines, and procedural dates. House Bill 4566 broadens the definition of “first responders” to incorporate county and municipal public works employees deployed in emergencies, granting them benefits related to COVID-19 vaccinations, tax deductions, and workers’ compensation, and extending protections to their surviving spouses. Additionally, Senate Bill 440 addresses the Second Amendment Protection Act, clarifying its relevance to both the unorganized and organized militia of South Carolina, which includes The South Carolina Army National Guard, Air National Guard, and State Guard.
